Foreign competitors continued to use unfair subsidies and dumping, harming U.S. producers. Our nondemocratic adversaries and competitors are ever more aggressive in their efforts to control supply chains that we rely on. They expropriate critical technologies while exporting authoritarianism and conflict, and undermining the rules-based international order. They’re also getting more aggressive at stealing our intellectual property.
